From what I've read, Treadwell is the better receiver over Dukes and it's not close. :

Treadwell is more highly touted but Dukes was good enough to go for 6 catches, 173 yards and 2 TDs against five star Ohio commit Cam Burrows last season.

Treadwell please. And they had like 400 yards passing against Trotwood as well, so its not like it was isolated to Burrows.

Treadwell is absolutely the more highly-regarded player. He's a borderline 5-star, and Dukes is probably a high 3-star. But Dukes is much more likely to commit soon, whereas Treadwell will probably let it play out until the All-star games.

Oh, my mistake... I thought you were debating who was the better player, not who was more likely to commit.

Sounds like O.Tackle, Patrick Kugler, #54 player to Rivals, might be committing to Michigan soon. If he doesn't, MSU is the other option.
