There were more shots than rabies when we got both of our dogs. Probably spent abou $4-500 each dog.
You should still be registering and licensing a mutt. That is unless you like to live life dangerously!fwiw, I was always told that its better to hasve your pets licensed and registeredif they were to ever run away or bite someone.

(this isn't just petco, these recommendations are across the board). Most shelters or rescues take care of this while the animal is in their care.
FWIW the fee that the shelters, rescues and what not charge is essentially to cover any costs incurred while they were taking care of the dog. For example, food, shots, any treatment the dog needed etc. If you think the dog is going to be close to "free" from a shelter or anyone, your'e nuts. You're not going to get the dog for free from a breeder either. They are going to charge you something too.
What usually happens with the shelters and what not, is that if the dog is not spayed/neutered, they will do that before the dog is adopted out, so there is also costs associated with that too.
As far as registering your dog(s) with the city, it's no big deal. Like for where I live in Sterling Heights, it's a whopping $11 or something like that. They only require that your dog have it's rabies shot(s) up to date which once they are a certain age, is good for 3 years. It's easier to pay the $11 for the license than it is to pay the fine for the ticket you get if you don't have your dog registered. On top of the licenses with the city for the dogs we have, we also have both of them micro chipped with RFID tags for if they get lost they can simply get scanned and all of your information is right there.
think the family has finally narrowed our decision to a dog. Will have to make a haul to get him (he's in Troy, so 2 hrs one way for me), but looks like a solid dog. Now hopefully my adoption application gets accepted.
