if the dog is outside overnight with no shelter, call animal control.
I feel sorry for people who don't drink. When they wake up in the morning, that's as good as they're going to feel all day.
This is unrelated, but I had to post it. It's amazing.

All of you make relevant, measured points (including the ice pick comment). Only an a-hole would tell them no, I don't want you getting a kennel. I'm not cool with it, so thank you for asking me first. Although it would've been priceless to see the look on their faces.
I spent thousands landscaping my yard and putting in a patio for sitting out and enjoying the outside. The neighbors they bought the house from lived there 8 years and had a dog for the last three. It was a golden retriever. Occasionally I'd find crap in my yard and I'd just tell the girl (who was my daughter's age) to please clean it up or keep their dog leashed. Barely knew it was there. Now when I sit on my patio I'll be looking at a fenced in hay bed unless they plant the trees they said they would.
Bigger question, why the hell get a dog when you're never home? And a dog this big? I find the whole sitch kind of irritating. And truth be told, I'm an easy going neighbor. The association doesn't really enforce anything unless someone complains. Again I don't want to get in the way of anyone living their life the way they see fit. It doesn't seem like a very prudent idea.

unfortunately you're completely ****ed.. they can pretty much do whatever if your association doesnt have strict guidelines that are registered with the state.
sounds like theyre idiots and shouldnt have a dog at all, not that it matters

That's the biggest thing about this that is annoying to me. Why would these people get a dog in the first place? Seems really selfish.
